The total cost of buying property in Dubai includes the agreed price, transaction expenses and the money needed to make the home usable or rentable. A buyer comparing apartments only by advertised price can overlook a meaningful difference in upfront cash and annual ownership costs.
Build your budget in three layers: acquisition, setup and operation. This approach works for cash purchases, mortgages and developer payment plans, although the individual charges differ.
Understand the registration charge correctly
Dubai Land Department's property sale registration page lists a seller fee of 2% and a buyer fee of 2% of the sale value. It also lists additional document charges and service-partner fees. For a sale of AED 500,000 or more, the published service-partner fee is AED 4,000 plus VAT. Confirm the applicable transaction route and a written allocation of costs before signing. [1]
Buyers are often presented with a budget assuming they bear the full 4% registration amount. Treat this as a contractual budget assumption to confirm, rather than assuming the official schedule assigns the whole amount to the buyer.
Separate the different cost categories
| Cost category | What to establish before purchase |
|---|---|
| Registration and transfer | Applicable charges and who bears each amount |
| Brokerage | Agreed commission, when payable and applicable VAT |
| Developer or building administration | NOC, account clearance or other transaction-specific items |
| Financing | Valuation, arrangement, registration, insurance and settlement terms |
| Setup | Utility deposits, furnishing, appliances, snagging and repairs |
| Ongoing ownership | Service charges, maintenance, management and insurance |
| Cross-border funding | Exchange spread, transfer charges and applicable Indian cash-flow requirements |
A refundable deposit still needs funding even if it is not a permanent economic expense. Keep deposits separate in your spreadsheet so you understand both cash required and non-recoverable costs.
An illustrative cash-purchase budget
The following numbers are assumptions for learning, not a fee quote or a current market offer. They assume the buyer agrees to fund registration equal to 4% of price.
| Item | Illustrative amount |
|---|---|
| Purchase price | AED 1,000,000 |
| Assumed registration allocation | AED 40,000 |
| Assumed brokerage including applicable tax | AED 21,000 |
| Allowance for other transfer and administration costs | AED 7,000 |
| Furnishing and initial setup | AED 35,000 |
| Initial cash requirement before operating reserve | AED 1,103,000 |
This example needs AED 103,000 above the purchase price. It excludes borrowing costs and any India-side tax collection or advisory expenses. Replace every allowance with a written quote; do not use the total as a standard percentage for all properties.
Include the first year of ownership
Request the building's service-charge information and establish the area measurement used for billing. Dubai Land Department provides a Service Charge Index that can be searched by project, use and year. Use the appropriate approved information alongside actual invoices and the account statement for the unit. [2]
Budget for air-conditioning arrangements, repairs and a vacancy period. If a property is sold tenanted, confirm rent allocation and the handling of the security deposit. A tenant deposit is a liability to account for, not additional investment income.
What changes with a mortgage or off-plan purchase?
A mortgage introduces borrowing expenses and may expose you to a valuation below the agreed purchase price. Ask the lender for a complete cash-to-complete statement rather than looking only at the advertised interest rate. Keep an allowance for costs that the lender will not finance.
An off-plan payment plan changes timing rather than eliminating cost. Registration, instalments, handover expenses and furnishing may fall in different months. Put every commitment on a calendar and test whether you can fund the largest period without relying on an unapproved loan or immediate rent.
Check promotional fee waivers
For a registration-fee offer, ask who pays, which unit qualifies, whether the benefit is reimbursed later and what cancels it. Compare the net package against the price of similar units without the promotion. A concession can be useful, but it should not replace a property valuation.
Frequently asked questions
Is the booking amount my total upfront cost?
No. It is one payment within the transaction. Ask for all sums due before signing, during registration and at completion, including separate invoices.
Are service charges included in the purchase price?
Do not assume so. Establish the billing period, any advance collection, outstanding balance and the contractual allocation between buyer and seller.
How much extra should I budget?
Use itemised quotations for your transaction and add a separate operating reserve. One blanket percentage cannot accurately cover every building, financing arrangement and furnishing requirement.
